If your package is held in customs this is normal for international shipments. For most countries (DDP) customs clearance is automatic with all fees already included in your order total. Some countries (DDU) require you to pay customs duties and local taxes to release your package. 

As part of customs clearance, the courier may occasionally contact you to request your tax ID number or another form of identification, depending on your destination country's import regulations. This is a normal, routine part of international shipping — not a sign of a problem with your order. Providing the requested information promptly helps avoid delays.
